Creativity: Unlocking Fresh Opportunities for Your Ministry
A creative ministry can be a pioneer in its field of mission, creating new knowledge and practices that it can share with others. Choosing to take a big-picture perspective—seeing every interaction as an opportunity for learning and every challenge as a chance to partner with God in “doing a new thing” (Isa 43:19 NIV)—leads to an invigorating, thought-provoking, and eye-opening experience. As part of our ongoing advocacy for faith-based charities, CCCC’s Director of Legal Affairs has endorsed two recent lawyers’ letters raising serious concerns about the politicization of charitable status in Canada.
The first letter reflects collaboration with charity law professionals and looks at a range of 2024 legislative proposals that risk undermining a neutral, principles-based tax policy framework. The second, prepared in collaboration with faith-based organizations, addresses two concerning recommendations from a 2024 House of Commons Finance Committee report: one targeting anti-abortion charities and the other proposing to remove advancement of religion as a charitable purpose under the Income Tax Act.
CCCC continues to speak out clearly on these issues in letters to government, stakeholder collaboration, and federal pre-budget submissions. In June 2025, we urged the Finance Minister to set a new direction and tone, one that favours pluralism over politicization and to protect the independence of the charitable sector by rejecting these proposals.

Bill C-2 and Cash Donations
As we explained in our June blog, Bill C-2, Strong Borders Act, is a large and complex bill that proposes notable changes to existing laws. It has attracted significant criticism, particularly around privacy concerns. Our focus is the bill’s proposal to ban cash donations over $10,000, whether in a single gift or a series of related transactions.
We understand the goal is to prevent money laundering and terrorist financing, since cash is anonymous and easily transferred. These are serious issues that deserve government attention. However, we haven’t seen any data to show that large cash donations to charities are part of the problem. Nor have we seen evidence that:
- Existing audit and compliance tools for charities aren’t working
- Financial institutions’ transaction reporting isn’t effective
- Bad actors could use the charitable system undetected under current rules (e.g., prohibition on private benefit, limits on transfers to non-qualified donees)
We’ve been active on this issue—sending letters, meeting with officials, and working with other concerned stakeholders. Throughout, we’ve stressed the need for data-driven policy that doesn’t create unnecessary restrictions for charities – or donors.
While we await a response to our concerns, we do know that exemptions to the cash ban will be included in regulations that are still to be drafted. That means there’s still a valuable opportunity to shape how the law is implemented. Regulation drafting typically includes public consultation, and we fully expect to engage in that process when the time comes.
Metrolinx v. Amalgamated Transit Union, Local 1587, 2025 ONCA 415
A recent Ontario decision affirms that off-duty conduct can justify discipline, up to and including termination, if it impacts the workplace. In Metrolinx v. Amalgamated Transit Union, employees shared derogatory messages about a colleague in a private chat during off-duty hours. The court confirmed Metrolinx could discipline them for their off-duty conduct because it impacted the workplace. It also noted that employers have a statutory duty to investigate harassment even if there is no formal complaint. As a result, charities should make sure policies align with legislative requirements and don’t create impediments to compliance, like mandating written complaints before investigating issues when written complaints are not required under the law.
