What's Inside:

This month’s Bulletin focuses on one of the most important parts of any ministry: your people. Whether they are staff, volunteers, or students, the health of your organization is directly shaped by how you support and care for them.

In this issue, you’ll find resources to help you navigate vacation pay, understand employee benefits, and create scholarship programs that reflect your charitable purpose. We’re also highlighting our HR Consulting Program, which provides practical, on-demand support for Christian charities that may not have a dedicated HR team.

Looking for a timely learning opportunity? Be sure to register for our upcoming webinar, The Most Important HR Tasks of the Year, on May 21. It will cover annual priorities like policy development, compensation review, and employee engagement.

You’re also invited to join the conversation in The Green, where members are sharing ideas and asking questions related to HR and healthy team culture. Your voice and experience can make a difference for others.

We hope this month’s content equips and encourages you as you lead your people with clarity, care, and purpose.

Vacation Pay Considerations

Honouring Rest: Vacation Pay Essentials for Ministry Leaders

Rest is both a biblical principle and an essential part of employee well-being. This guide helps ministries navigate vacation time and pay with clarity and care. It explains the differences between federal and provincial legislation, outlines how to create a thoughtful HR vacation policy, and highlights the importance of accurate tracking through payroll systems. Examples from churches and missions show how different staff roles can be managed effectively. Whether salaried or hourly, each employee deserves properly tracked and paid vacation. This approach ensures ministries meet legal standards while supporting their teams with the time and resources needed for true rest.

Formerly Direction and Control, Now Reimagined as Charitable Activities

We’ve renamed and refreshed the Direction and Control section in the Knowledge Base. Welcome to the new Charitable Activities hub. This update reflects important changes from Budget 2022 that allow charities to make grants to other organizations, as long as the grant supports the charity’s purposes. Whether your charity carries out programs directly or partners with others, this section offers clear, practical guidance to help you stay compliant with CRA and the Income Tax Act.

Looking for a deeper dive? Check out the recent webinar "Granting Guidance: A Year of Insights & Lessons Learned." With over a year of CRA guidance now in place, this 59-minute session explores what’s changed, how to navigate the granting process, and what lessons have emerged. Presented by Deina Warren (CCCC), John Clayton (Samaritan’s Purse Canada), and Pamela Shin (Dentons), it’s a must-watch for any charity making or considering grants.

Explore the updated Charitable Activities section and watch the webinar to equip your team with confidence and clarity.

CCCC Interventions - Did You Know?

Did you know that CCCC has intervened in court and tribunal cases since 1993? And that we've intervened at the Supreme Court of Canada half a dozen times? This is part three in our “Did You Know” series about CCCC interventions, a significant and important part of our advocacy work. Missed parts one and two? Read our March and April Bulletins to find out what intervention is all about.

This month we'll answer: in what kind of cases has CCCC intervened?

CCCC has intervened in a variety of court cases to address different aspects of the law, whether charity law, human rights law, or constitutional freedoms. For example, in the Aga case at the Supreme Court of Canada, the issue was church membership. CCCC intervened to clarify that a donation or tithe does not create a legally binding contract between the donor and the charity. By definition, a gift is given freely, with no expectation of anything in return.

In another membership-related case, Wall, CCCC argued that religious groups should have the freedom to make their own membership decisions on spiritual matters, without interference from the court. Religious freedom was also a central issue in the Trinity Western cases, which focused on whether a Christian university could establish a law school based on its biblically-informed community values.

CCCC consistently intervenes in court cases to protect the rights of faith-based organizations. For instance, CCCC has argued that these organizations should be able to apply religious requirements when hiring staff, that religious schools should be able to teach their faith from a religious perspective rather than a secular one, and that religious groups should have equal access to publicly available rental facilities.

Next Bulletin, we'll look at CCCC’s current interventions. In the meantime, here's a great look at some of our advocacy work from the past, and for a more recent update, check out our Legal Affairs Updates, released each November and June.
