Advocacy, Sector Representation,
and Student Aid
As spring sets in and summer awaits, we're excited to share the latest updates from our Legal Affairs team. We've been hard at work addressing issues that matter to Christian charities across Canada. In this edition, you'll find updates on CCCC's legal advocacy, including how we're working to shape the conversation and understanding of religious freedom in Canada. Be sure to check out our June 2025 Legal Affairs Update for additional information about our work.
You'll also find practical guidance on setting up scholarship and student aid programs within your charity, including key legal and policy considerations.
Finally, we want to make sure you don't miss our upcoming webinar where we'll explore strategies to help you recruit and keep great staff by building a workplace that is more attractive to prospective employees.
We hope you find these updates helpful, informative, and encouraging as you serve in your ministries and communities!
Supporting Students with Purpose: Understanding Scholarships and Bursaries
This new resource in the CCCC Knowledge Base helps members explore how scholarships, bursaries, and student aid programs can align with their charitable purposes. It outlines key considerations for setting up financial aid, including eligibility, public benefit requirements, and CRA compliance. With practical insights and legal context, such as the implications of the Canada Trust case, this resource guides charities in offering support to students in a way that is thoughtful, sustainable, and mission-aligned. This is a valuable read for churches, schools, and ministries looking to invest in education while meeting regulatory expectations.
Legal Defence Fund and Sector Representation
The Legal Affairs team is actively involved in researching and writing, charitable sector consultations, making submissions to government and intervening in court cases that have a national impact. You can read more about our recent and upcoming advocacy work in our June 2025 Legal Affairs Update.

Since 1993, the CCCC has been showing up where it counts—in court. In fact, we’ve intervened in legal and tribunal proceedings across the country, including half a dozen times at the Supreme Court of Canada.
This is the fourth feature in our “Did You Know?” series, highlighting a vital (and often behind-the-scenes) part of CCCC’s advocacy work. Missed the earlier ones? Catch up in our March, April, and May Bulletins, where we unpack what legal intervention really means, how we choose cases, and some of our past interventions.
This month, we’ll answer: Is CCCC currently intervening in any cases?
Absolutely. CCCC is actively involved in two significant cases, each tackling pressing questions about religious freedom and moral integrity in Canadian public life.
Equal Access to Public Facilities (Quebec)
In 2023, a religious group rented a government-owned conference centre in Quebec for a prayer event. But months later and shortly before the event, the Minister of Tourism cancelled it. The reason? The religious group leader had made pro-life statements in the past. The government declared Quebec to be "resolutely pro-choice," that pro-life views are at odds with the province’s “fundamental principles” and therefore the event generated “deep unease” with the Minister. This was despite the fact that the event itself was prayer-focused and unrelated to pro-life or pro-choice views.
Together with the Evangelical Fellowship of Canada and Réseau Évangélique du Québec, CCCC is intervening to defend:
- Collective religious freedom, and
- Freedom of expression
Our coalition argues that public spaces must remain open to all voices—including religious ones—without political censorship. The case is scheduled to be heard in November 2025.
Conscientious Objection to Euthanasia (British Columbia)
In April 2025, CCCC was granted intervenor status in a landmark case that asks: Can a religious healthcare institution be compelled to perform euthanasia?
A euthanasia advocacy group claims that allowing faith-based organizations to conscientiously object to participating in euthanasia violates Charter rights. CCCC is stepping in to raise two crucial arguments:
- The need for collective conscience protections—not just for individuals, but for entire organizations.
- The importance of respecting charity law, which obliges charitable institutions to act in line with their foundational purposes.
The trial is scheduled for January 2026, with written submissions to follow. The outcome of this case could radically reshape the landscape for faith-based healthcare in Canada and CCCC will be present to advocate for protection and preservation of these invaluable organizations.
CCCC's legal interventions are a vital expression of our commitment to defending the rights and freedoms of Christian charities across Canada. Thanks for taking the time to read our series on CCCC’s interventions! We invite you to support CCCC’s legal work by praying alongside us as these cases develop. You can read more about our advocacy work and find a link to make a financial contribution to this work in our latest Legal Affairs Update.
