In <a href=\"https:\/\/www.cccc.org\/news_blogs\/noteworthy\/2019\/06\/24\/the-senate-report-on-the-charitable-sector-what-you-need-to-know\/\">Part\nOne<\/a>, we looked at the context of uncertainty surrounding the report; there\nis no guarantee the recommendations will be pursued. In <a href=\"https:\/\/www.cccc.org\/news_blogs\/noteworthy\/2019\/06\/25\/the-senate-report-on-the-charitable-sector-what-you-need-to-know-donations-legislation\/\">Part\nTwo<\/a>, we looked at recommendations about donations and legislation.<\/p>\n\n\n\n<p>Today we\u2019ll consider various reporting proposals.<\/p>\n\n\n\n<p>If donations are the lifeblood of charities, as we noted in\nyesterday\u2019s post, reporting could perhaps be described as the grunt work of\ncharities \u2013 absolutely essential, often tedious, and frequently unrecognized.\nFor the faithful staff and volunteers who may feel weighed down by these duties,\nRecommendation 20 may be of some encouragement. In its call for increased\nCanada Revenue Agency (\u201cCRA\u201d) transparency, it also encourages increased\ncollaboration between CRA and provincial\/territorial counterparts to \u201creduce\nthe reporting burden\u201d for charities.<a href=\"#_edn1\">[1]<\/a>\nSimilarly, inter-governmental cooperation was recommended to \u201cdevelop and\nimplement an on-line tool \u2026 to submit financial reports\u201d based on a\nstandardized set of reporting categories.<a href=\"#_edn2\">[2]<\/a>\nThis latter initiative relates to applications and related reporting for\ngovernment funding.<\/p>\n\n\n\n<p>Before there\u2019s too much cheering from administrative staff\nand volunteers, there are also recommendations that would <em>increase<\/em> the amount and the nature of information charities would\nreport. For example, the <a href=\"https:\/\/www.canada.ca\/en\/revenue-agency\/programs\/about-canada-revenue-agency-cra\/corporate-reports-information\/advisory-committee-charitable-sector.html\">Advisory Committee on the\nCharitable Sector<\/a> (\u201cACCS\u201d) is asked to broadly consider \u201cwhat\nadditional information could be included\u201d in the T3010 that would \u201csupport the\nwork of the sector.\u201d<a href=\"#_edn3\">[3]<\/a>\nThat is as broad a scope as can be. And there are probably as many perspectives\non what information would support the work of the sector as there are workers\nin the sector. <\/p>\n\n\n\n<p>The Senate Committee, for one, recommends that the T3010 and\nthe T1044 include questions on \u201cdiversity representation based on existing\nEmployment Equity guidelines\u201d as one component of information helpful to the\nsector.<a href=\"#_edn4\">[4]<\/a>\nThis is an interesting proposal. Looking to the witness testimony cited in the\nReport, a Senator asked whether the federal government should insist that every\ncharity and not-for-profit have \u201ccompetent governance\u201d. The exchange quickly\nmoved from \u201ccompetence\u201d to diversity and inclusion. As part of competent\ngovernance, this witness\u2019 organization offers training modules on governance\nfundamentals and sees diversity and inclusion as an integral component of\ngovernance and of strengthening board and organization capacity.<\/p>\n\n\n\n<p>Let\u2019s pause for a moment to clarify a few things. First, <em>every<\/em> charity should have competent\ngovernance, and Christian charities should be at the forefront on this, knowing\nthat all work is for the Lord and should therefore be done to the best of our\nabilities. Second, we know that all people are created in God\u2019s image and that\nGod\u2019s kingdom includes people from every corner of the earth \u2013 diversity\ndefines God\u2019s kingdom and should naturally be reflected in ministries seeking\nto accomplish His purposes. Third, ensuring that the second is in place (that\nis, diversity) will undoubtedly strengthen the first (that is, competency).<\/p>\n\n\n\n<p>Let\u2019s unpause now and return to the Recommendation and testimony. This witness referenced Canada Council for the Arts\u2019 new funding model in April 2017 as exemplifying a new direction. The funding model directly tied diversity to funding for large arts organizations, and applied not only to artists but crews and boards of directors, among others. <\/p>\n\n\n\n<p>Last year we saw the federal government develop its own funding\nmodel tied to particular policy aims in the Canada Summer Jobs (CSJ) program.\nThat did not go well for Christian charities, which are likely to feel leery of\nsimilar overreach in other programs or requirements; the CSJ fiasco therefore raises\npotential concerns about the direction this Recommendation could take. <\/p>\n\n\n\n<p>A whole host of other questions also arise: if the\norganization is meeting the needs of a very specific population, would it be\nproblematic to have that population heavily represented on the board? Will\nexemptions in employment equity guidelines be accounted for? How? What if\nboards are unable to meet government expectations? How strictly will diversity be\nenforced? On what basis? With what consequences? Would a board of visible\nminorities but no women qualify as diverse? A board of economically advantaged\nwomen? What about privacy concerns? If board members choose not to\nself-identify on diversity markers, where does that leave the charity? What new\nadministrative responsibilities will this impose? What information will need to\nbe reported?<\/p>\n\n\n\n<p>Many of these questions also relate to Recommendation 16,\nwhich calls for \u201ccollaboration between Statistics Canada and the charitable and\nnon-profit sector to determine what additional data could be collected and\ndisseminated in a timely and consistent manner\u201d to support decision making\nwithin the sector.<a href=\"#_edn5\">[5]<\/a>\nDepending on the nature of the information and the degree of administrative\neffort necessary to maintain records for reporting purposes, this could have\nnary an impact upon, or it could overwhelm, a charity. For example, it could be\nextremely helpful if it allowed a charity to explain its allocation for\nmanagement and administrative costs as a way to address the myth that\nadministration costs are always problematic. Or, as in past years, it could be\nextremely unhelpful if it required a charity to report the minutia of volunteer\nhours.<\/p>\n\n\n\n<p>From the minutia of this Report and its potential\nimplications, it is important to return to the big picture. We know that the\nCommittee praised Canada\u2019s religious communities for their charitable work,\nthat it affirmed \u201cAdvancing Religion\u201d as a charitable purpose, and that,\naccording to one of the Committee\u2019s Senators, \u201creligion is the base on which\nCanadians learn philanthropy.\u201d<a href=\"#_edn6\">[6]<\/a>\nThat big picture is important to keep in mind as the context for the\npotentially problematic issues we\u2019ve touched on today.
