Christian Malleck
Head of HR, Member Support Team
What's Inside:
As we step into October, it’s a perfect time to reflect on the joys and challenges we encounter within our church families. Whether we are members, volunteers, staff, or leaders, we find strength—and sometimes struggle—in serving one another in our Christian ministries. For those in leadership, complying with federal and provincial HR regulations can be daunting. This month, Christian Malleck guides us through five key HR tasks: hiring faith-based staff, ensuring policy compliance, embracing virtual recruitment, conducting performance reviews, and establishing fair compensation practices. While these topics can be challenging, the insights shared are foundational for aligning your ministry with Biblical principles and charitable standards.
We’re also introducing a new resource on Human Rights Codes for Christian Charities, which provides a clear overview of legal responsibilities related to complaints and tribunal processes. Keep this resource handy as a reference for future needs.
Benevolence ministries also play a vital role in addressing immediate needs within our communities. Our updated resource covers effective management strategies, including funding, legal compliance, and policy development, empowering your charity to navigate CRA rules while fulfilling its mission to serve the vulnerable.
We encourage you to review the Quick Picks section, explore our representation in the charitable sector, and join the conversations happening in The Green. If you’re facing HR challenges in your ministry, CCCC's HR Consulting services offer tailored support. Our team is here to assist you in building a positive workplace culture grounded in Christian values.
Navigating the Complexity of HR for Christian Charities
Managing human resources in Christian charities is often more complex than pastors and managers anticipate. At CCCC, 21% of last year’s knowledge base inquiries were related to HR. New charity leaders frequently encounter regulations for the first time, while experienced leaders express frustration with the growing regulatory demands. Balancing spiritual leadership with HR responsibilities can be challenging. In this article, Christian Malleck, Head of Human Resources, emphasizes that today’s pastors must not only follow Biblical principles but also comply with provincial and federal laws. Read on to learn about five key HR tasks: hiring faith-based staff, policy compliance, virtual recruitment, performance reviews, and fair compensation.

Meeting emergency or temporary needs is an important ministry for many Canadian churches and registered charities. Whether supporting the vulnerable or providing financial aid to students, charities must carefully manage their benevolent programs. This includes tracking donations and adhering to restrictions on who can receive assistance, which is best done through clear policies. CCCC’s Benevolence resource covers key topics such as funding, legal compliance, and the management of benevolent funds. It also explains how to develop a policy, maintain CRA compliance, and fulfill reporting requirements like the T5007.

Human rights codes are often misunderstood, leaving many Canadians uncertain about how complaints are filed and how tribunals operate. To help Christian charities navigate these complexities, this article offers a straightforward overview of their legal responsibilities. Human rights cases are typically complaint-driven, meaning investigations only begin when a complaint is filed. Deina Warren, Director of Legal Affairs, breaks down the process, from what happens when someone believes they’ve faced discrimination to how charities can effectively respond. These new resources are essential for charities looking to confidently manage their human rights obligations while staying true to their mission. We encourage you to explore these tools and ensure your organization is fully prepared to navigate this important area.

Read more29% of New Charitable Registrations Advance Religion
According to CRA's Report on the Charities Program 2022 to 2023, 29% of new charitable registrations were for organizations that advance religion, the second largest category. The top category, at 43% is other purposes beneficial to the community, with both advancing education and relieving poverty at 14%.
The Report shows that CRA received 2, 058 applications for new registered charities, 62.6% of which were complete, and 77% of which were registered.
The Report shares other interesting information, including that it conducted 222 audits and issued 40 notices of intention to revoke in the 2022-2023 fiscal year. This pales in comparison to the 880 delinquent revocations, which happens when charities don't file an annual return.
The most common phone questions were about filing the T3010, applying for charitable registration and making changes to a charity's account.
